REFUGEE HOSTING PROJECT

WHAT IS THE HOSTING PROJECT?

The hosting project is the procedure by which the technical office of the organization puts families from all over Galicia in contact with Ukrainian citizens who are applying for accommodation in their homes, maintenance and accompaniment, subsequently carrying out a follow-up of the cases.

The AGA Ukraine hosting programme involves not only providing accommodation and food, but also the commitment of host families to foster the autonomy, dignity and well-being of applicants.

WHO CAN BE A HOST FAMILY?

Any citizen residing in the Autonomous Community of Galicia can be a host family as long as they meet the following requirements:

  • Have a home in good condition in which to accommodate the applicants for foster care, being able to share the usual residence with them.

  • Have the ability to provide them with maintenance and financial support for a minimum period of 6 months.

  • Commitment to supporting the integration of applicants, which entails guidance and support in the necessary administrative procedures.

If you wish to become a host family, you can obtain more information by downloading the following document:

  • Information guide on the reception procedure: Downloadhere .

You will find more informative documents by clicking on "Practical information".

WHO ARE THE HOST APPLICANTS?

Applicants for the reception programme are refugees from the conflict in Ukraine.

AGA Ukraine is in direct contact with the Kolo Charity Foundation , an association based in a refugee settlement in Ukraine. Thanks to this close collaboration, we ensure that refugees have pre-selected host families before they begin their journey to Galicia.

CAN I HELP IN THE PROGRAM WITH ONLY SOME OF THE RESPONSIBILITIES?

Yes, but only in exceptional cases.

It is possible to help in the program only with accommodation and maintenance, or only with accompaniment.

In the first case, provided it is for reasons of force majeure. This includes cases of people with second homes who give them up for use to refugee families because they have their habitual residence in another location. This case implies the same commitment to financially support the refugees.

In the second case, these are Galician citizens who want to help refugees by committing to accompany them in the administrative procedures and to promote their social inclusion.

WHAT IS THE MOBILE HEALTHCARE PROJECT?

Prestación de atención sanitaria de acuerdo con los estándares modernos de la medicina en los territorios desocupados; suministro gratuito de medicamentos y gafas; prestación de apoyo psicológico ; análisis del estado de la atención medica en el lugar.

WHY WAS THIS PROJECT CREATED?

Much of the most vulnerable civilian population continues to live in regions where basic infrastructure has been destroyed and where they lack local medical services.

WHO MAKES UP THIS PROJECT?

A group of 13 to 15 people, of which 9 to 11 are doctors and medical assistants, 2 are coordinators and 2 are drivers.

Doctors: Therapist, gynecologist, ophthalmologist, psychiatrist, orthopedic-traumatologist.

Attendees: Medical students.

Administrators: Project coordinators responsible for managing appointments, caring for patients, and distributing medications.

Drivers: Transport administrative equipment, medical equipment and medicines from Kyiv.

HOW ARE MEDICAL SERVICES PROVIDED IN UNOCCUPIED TERRITORIES?

Preparation: Adaptation of facilities for consultation, configuration of medical equipment and registration.

Registration: Appointment of patients and administration of the procedure.

Medical consultation: Talk, examination, tests, examination with the help of mobile medical equipment, issuing prescriptions, explanation of the treatment process.

Distribution of medicines/glasses: Medicines/glasses are distributed according to the instructions of the project doctors.

ADVANTAGES OF THE PROJECT

Complex healthcare: Doctors with different specialties complement each other by conducting joint consultations, which increases the quality of patient care.

Printed: Each patient receives a printed copy of their complete medical report with instructions for treatment. The electronic version is stored in the medical team's database.

Evidence-based medicine in prescribing: No polygamy (no use of multiple similar medications); no advertising (the team does not promote the sale or representation of any specific medication); no use of medications that have not been extensively evaluated or that may have questionable effects on patients.

Efficient medical appointment system: Appointments are made for a specific time after coordination with local doctors. The medical appointment is made with the help of the assistant, so that it does not last more than 20 minutes, which allows us to increase the number of patients seen per day. In this way, we manage to see 15 to 30 patients daily.

WHAT IS THE LEGAL ADVICE PROJECT?

The legal advice project aims to guide refugees in the reception situation on the administrative procedures necessary for their full establishment in Spain, once they arrive in Galicia.

This includes the application for temporary protection and the possible application for international protection, as well as information on family reunification, financial aid, homologation of qualifications or health services, among other issues.

WHO CAN APPLY FOR THE SERVICE?

The project is aimed at refugees who are being hosted by the organization.

WHAT IS TEMPORARY PROTECTION?

Temporary Protection is a measure regulated by the European Union in Council Directive 2001/55/EC of 20 July 2001, and is applicable to persons displaced by the war in Ukraine.

This directive facilitates residence and work, as well as provides a series of benefits to those displaced in countries of the Union, including Spain, for one year, extendable to two years; unless requested by each country or the Commission to extend it to three years.

This protection can be requested at authorized national police stations by appointment, and a residence and work permit can be obtained within 24 hours.

For more information on this measure, download the following documents:

  • Guide to the temporary protection procedure (ES): Download here .

  • Guide to the temporary protection procedure (ENG): Download here .

WHAT IS INTERNATIONAL PROTECTION?

International Protection is a legal figure included in the Convention relating to the Status of Refugees, concluded in Geneva on 28 July 1951 (hereinafter " Convention ") and its Protocol .

The objectives of this Convention are the protection and non-refoulement of those persons who meet the requirements set out in the regulations themselves, granting these persons refugee status.

It also provides subsidiary protection for those who do not meet the conditions to be considered refugees, but who find themselves in exceptional circumstances provided for in the Convention itself.

The case of persons displaced by the conflict in Ukraine falls within the framework of international protection provided for in the Convention as subsidiary protection.

The specific articles applicable in Spain, after the transposition of the regulations, are included in Law 12/2009, of October 30, regulating the Right to Asylum and Subsidiary Protection, specifically in articles 4 and 10 of said regulations:

Article 10:

"The following constitute serious damages that give rise to the subsidiary protection provided for in Article 4 of this Law:

a) Serious threats to the life or integrity of civilians caused by indiscriminate violence in situations of international or internal conflict. (...)"

This status, if granted, provides the applicant with a series of benefits in the country of application, as well as, in Spain, a permanent Residence and Work authorization.
